The Fair Debt Collection Practices Act can only administratively executed by the Federal Trade Commission (FTC). The Federal Trade Commission is an independent agency that is accountable to the Congress of the United States. The agency was established in 1914 under the Federal Trade Commission Act. The main function of FTC is the maintenance of a competitive environment; protection of consumers against unfair, deceptive acts or practices; and the adoption of trade regulation rules.

The Federal Trade Commission’s works are performed by the Bureau of Consumer Protection, Bureau of Competition, and Bureau of Economics. Thus far, the FTC is the only federal agency that deals with the issues of competition in marketplace and consumer protection.

The FTC conducts investigation regarding issues raised by consumers and businesses pre-merger filings, congressional inquires and media reports pertaining to false advertising and fraud. Identity theft is also another major concern of this agency.
